Passport or visa application. Travel immigration stamp, vector illustration

How to Get Your Student Pass: Step by Step

1. Receive Your Offer Letter and Confirm Acceptance

After being accepted, you confirm your acceptance and pay the deposit or registration fee the university asks for. Campuses generally only start the EMGS application after this step is done.

2. Send Your Documents to the University

Prepare all the documents listed above. The university uploads them to the EMGS system on your behalf. This is the stage where small mistakes, like a photo that doesn’t comply or a passport with too little validity, most often cause delays.

3. EMGS Screens the Application, Immigration Approves

EMGS screens academic eligibility and only issues the approval letter to eligible applicants. Complete applications are then forwarded to Malaysia’s Immigration Department for eVAL approval, subject to travel document and security checks.

You can track progress through the tracking feature on the EMGS portal or app. According to guidance from some universities, there are certain progress checkpoints worth knowing, for example at around 35 percent you may be asked to download the approval letter for your campus’s online registration, and at 80 percent the status is waiting for passport submission. These figures can differ between institutions, so follow the instructions from your campus’s admissions team.

4. eVAL Issued: Download and Print

Once approved, the eVAL can be downloaded from the EMGS portal or app. Print it and keep it safe, since you will need it for your flight and airport checks. The eVAL has a limited validity (generally around 6 months according to several guides), and entering Malaysia after the eVAL has expired can hold up the endorsement process. Some university guides also mention the earliest entry is around 7 days before your campus registration date.

5. Apply for a Single Entry Visa (SEV) If Required

After the eVAL is issued, applicants from countries that require a visa must apply for an SEV, and according to Malaysian Immigration this is done only through the official eVISA portal. Whether you need an SEV is determined by the Immigration department’s visa requirement list by country, and the rules can change. Some campus guides list Indonesian passport holders as needing an SEV, so don’t assume. Check the latest status in your eVAL document, the Immigration page on Visa Requirement by Country, or ask your campus directly.

6. Fill In the Malaysia Digital Arrival Card (MDAC)

Since 1 January 2024, foreign nationals entering Malaysia must complete the MDAC online, no earlier than 3 days before arrival. It is free through the official Immigration portal, and you’ll need to show proof of your MDAC along with your passport at the immigration counter. Avoid third-party sites that charge a fee for filling in the MDAC.

7. Fly and Enter With Your eVAL

At the airport, immigration officers will check your passport, eVAL, SEV (if applicable), and MDAC. Your passport is then stamped with a Special Pass as a temporary stay permit while your Student Pass is processed.

8. Medical Screening Within 7 Days of Arrival

According to Malaysian Immigration, students must undergo a post-arrival medical examination within 7 days of arriving, at an EMGS panel clinic. This is not a step to postpone: university guidance states that your Student Pass application can be cancelled if the examination isn’t done within the timeline set by EMGS.

9. Student Pass Endorsement in Your Passport

After you pass the examination and EMGS issues its support letter, the university submits your application and passport to the nearest Immigration office for issuance and endorsement. During this process, your passport is held temporarily, so don’t plan any travel outside Malaysia.

10. Receive Your i-Kad

Once the Student Pass is issued, EMGS issues your i-Kad, your identity card as an international student while in Malaysia.

How Long Does the Process Take?

From application to Student Pass issuance, the process generally takes a few weeks to more than a month, depending on how complete your documents are, how quickly your campus responds, and queues during busy intake periods. Start preparing your documents as soon as your Offer Letter arrives, rather than waiting until close to your start date.

Rights and Limits of Student Pass Holders

Part-Time Work

According to Malaysian Immigration, Student Pass holders at public universities or private institutions may work part-time for a maximum of 20 hours per week at certain locations such as restaurants, petrol stations, mini markets, hotels, and university areas. A permission application must be submitted to Immigration through your campus, with a job offer letter and a support letter from the institution. Students are not allowed to work front desk roles or as student recruitment agents. Violations can lead to your Student Pass being revoked, so don’t start working before the permission is approved.

Bringing Family (Dependents)

Only Master’s or PhD Student Pass holders may bring dependents to live in Malaysia. Eligible dependents include a spouse, children under 18, children with disabilities, and parents and parents-in-law. Dependents are not allowed to work or run a business in Malaysia.

Renewing Your Student Pass

A Student Pass is generally valid for around 1 year and needs to be renewed during your studies, although some new students can apply for a pass covering the full program duration as long as their passport validity is sufficient. A few things to keep in mind, based on the policies of several universities:

Apply for renewal several months before your Student Pass expires (for example, one campus asks for 3 months in advance).

A late application may mean you have to pay for a Special Pass (for example, RM 100 at one university).

Don’t travel outside Malaysia while your passport is being processed by Immigration.

The university usually coordinates the renewal, but the responsibility of tracking the expiry date is still yours.

Mistakes That Commonly Cause Delays

A passport photo that doesn’t meet EMGS guidelines, such as a background that isn’t plain white or a face that’s partly covered.

Insufficient passport validity, or a name on your passport that differs from the name on your academic documents.

Entering Malaysia on a tourist pass before the eVAL is issued.

Entering after the eVAL has expired, which can hold up Student Pass endorsement.

Missing the medical screening, despite the 7-day window after arrival.

Not completing the MDAC before arrival.

Incomplete academic or financial documents, or a late deposit to the campus that prevents the EMGS application from starting.

Frequently Asked Questions

Do all Indonesian students need an SEV? The SEV requirement follows Malaysian Immigration’s visa requirement list by country and can change. Some campus guides list Indonesian passports as needing an SEV. Check your eVAL and confirm with your campus before you travel.

Can I handle this myself without the university? By regulation, applications can be submitted by an institution or by the student through the official portal, but in practice it is almost always coordinated by the university. Your job is to make sure documents are complete, correct, and sent on time.

Is the EMGS fee refundable if the application is rejected or cancelled? University guidance states the Student Pass processing fee is non-refundable, so make sure your documents are correct before they are submitted.

Is the process the same for public universities? The application route can differ slightly between institutions.
